CPCS A61 Appointed Person (Lifting)
Course Summary
The roles and responsibilities of all personnel involved in the planning, supervision and execution of lifting operations are defined in the code of practice BS7121 – Safe Use of Cranes. BS7121 helps employers comply with the Lifting Operations and Lifting Equipment Regulations 1998 (LOLER) when they are using mobile cranes.
The title and role of the Appointed Person (AP) is first introduced by BS7121 part 1 as the competent person responsible for developing a safe system of work for a lifting operation.
To ensure that a safe system of work is implemented, one person should be appointed to have overall control of the lifting operation and to act on behalf of the organisation requiring the load to be moved (the ‘Employing Organisation’). The Appointed Person need not be an employee of the Employing Organisation, however, they must have adequate training, experience and technical knowledge to carry out the role competently.
Course Objectives
- Duties of the Appointed person include:
- Planning
- Selection of Cranes
- Selection of the Lifting Gear
- Selection of the correct Personnel
- Constant Instruction and Supervision
- Consultation with the relevant authorities and the accreditting bodies if reqired
- Ensuring that there has been adequate inspection, maintenance of the lifting equipment has been caried out.
- Ensuring that effective procedures are in pace for the reporting of defects and incidents,
- Ensuring correct corrective actions are in place.
- Responsibility for the organisation,control and safety o he lifting operation.
Course Requirements:
- From 1st July 2005 Appointed Person and Crane Supervisor become categories of CPCS and therefore those involved in the planning and supervision of lifting operations may be a required to present a CPCS card endorsed with either Appointed Person or Crane Supervisor in order to access some construction sites.
- CPCS recommend that individuals requiring Appointed Person training have at least 2 years experience with cranes or lifting operations. A lack of 2 years experience does not restrict individuals from attending the course.
